Because it's easy to do, and you can say that you're getting links.
Most of the people out there don't realise that it doesn't do squat. So SEO consultants just go do it.
But it's like I said, Google want links that you earn.
So if you can go fill out a form on a website and get a link, clearly that link is probably not going to be very valuable.
