Google doesn't know what the hell they're doing with local search.
Yeah, local's kind of a mess. There's a lot of stuff, exact match domains and keyword stuffing in the business name is ridiculously overpowered.
Google knows it, but they won't do anything about it.
It's really easy to set up fake locations and spam the map. It should be very simple to block that from happening, but it still gets through. So yeah, there's a lot of frustrating stuff like that.
