The marketing manager is usually the person managing the complete ecommerce migration. Sometimes they are the bridge between developers and SEOs, but they still prefer to have direct access to developers as well at least calls with them.

So yeah, basically, the marketing manager is in charge and there might be someone involved from the content management system side but it's a rare case. That usually when the website is a custom built CMS.
