Do you need to redirect a URL if the only difference is the forward slash?

Yes, 100%.

Even if you are not doing a website migration, the URLs with and without a forward slash (/) are technically different URLs to Google.

So, even if this is the only thing which is changing, you 100% definitely need to setup 301 redirects from the none slash URL to the one that contains the forward slash, or vice vera, whichever the case may be.
